The court unblocked the procedure for transparent certification of seafarers in Ukraine
The court satisfied the appeal of the Shipping Administration and unblocked the procedure for transparent certification of seafarers.
On June 26, the Sixth Appeals Administrative Court canceled the decision of the Kyiv District Administrative Court, which had previously prohibited the Shipping Administration from exercising the powers provided for by Resolution No. 1499, the head of the Administration, Yevhenii Ignatenko, повідомив said.
As a result of the decision of the KOAS, the transparent graduation procedure was blocked, and the sailors could not receive qualification documents in any way.
So, starting today, sailors can once again receive diploma services in a transparent and legal manner, defined by Resolution No. 1499. In addition, changes to the resolution have already been approved. Therefore, on June 26, the Shipping Administration will start issuing qualification documents again.
It is also now possible to launch services for sailors on the Diya portal. First, a beta test of the functionality will be conducted, a certain group of sailors will test the service, and then the service will be fully launched.
However, the fight in the courts continues. In total, 31 lawsuits were submitted to the courts of Ukraine. In fact, they are aimed at challenging the liquidation of the corrupt Inspectorate for the Training and Certification of Seafarers and the prohibition of the Shipping Administration from exercising powers related to certification.
Previously, USM reported that the Shipping Administration was forced to temporarily stop the certification of Ukrainian sailors.
The Shipping Administration reminded that last year the government adopted Resolution No. 1499. The document provides a transparent graduation mechanism and makes the legislation consistent with international conventions.
