The company that produced documents for sailors is suspected of fraud


Law enforcement officers exposed an international corruption scheme worth 500 million UAH. The management of the state-owned enterprise “Ukraine Printing Plant” was involved in the scheme.

On July 21, National Anti-Corruption Bureau and SAP reported the suspicion to the former director and ex-head of the department of SE “Ukraine Printing Plant”. Officials are accused of falsifying documents and “laundering” funds through a front company.

According to the case materials, in 2013, the then head of Polygraph Kombinat purchased an Estonian company through a proxy, imposing on the partners a mandatory requirement to supply products through the “required” company.

In the future, the attacker organized the purchase of materials for the production of document forms through this company. The shell company bought materials from manufacturers, and then resold them to a state-owned enterprise at a 4-6 times inflated price. By 2016, through this scheme, a group of criminals took possession of funds worth about half a billion hryvnias, the National Anti-Corruption Bureau press service reported.

It is noted that the ex-director of the state-owned enterprise “sold” 45% of the company’s shares worth about $100,000 to another controlled company for $1.35 million.

Also, the official patented the intellectual property right for the implanted protective elements used in Ukrainian passports to the controlled company. Thus, every citizen, receiving documents, not only overpaid their cost, but also sponsored the official for his “intellectual contribution”.

It should be noted that “Ukraine” Printing Plant is a leader in the production of securities and strict reporting documents, located in the city of Kyiv. The main customers of Poligrafkombinat products are ministries, state enterprises, organizations and departments.

The state-owned enterprise is known for the fact that at the end of 2020, the company produced 15,000 seafarer passport forms for Morrichservice. Then, due to interruptions in the issuance of documents, Ukrainian sailors lost their jobs en masse.
