The Ministry of Development of Ukraine is proposed to be divided into two ministries again


The Transport Committee of the Verkhovna Rada of Ukraine proposes that the Cabinet of Ministers divide the Ministry of Development into two ministries.

This was stated by the first deputy chairman of the Committee on Transport and Infrastructure of the Verkhovna Rada of Ukraine Yulia Klymenko during the Infrastructure Day 2024 of the European Business Association, writes Rail.insider.

Thus, the Transport Committee sent to the Cabinet of Ministers a decision on the need to divide the Ministry of Development into two ministries, as before – infrastructure and regional development.

According to Yulia Klymenko, first of all, such a decision is connected with a conflict of interests within the ministry.

“Because what is sometimes needed at the national level can be blocked by regional ones: either elites or interests. This can be seen in the example of Ukrzaliznytsia, which is lobbying, for example, to reduce the land tax under its facilities, and at this time, ATGs and quite serious lobbying from local governments come and defend their position. They say “no”, because in some communities it is 85% of the budget. And it is interesting how one minister, who is responsible for regional communities, politics, and transport, can make a decision. He must have dissonance. And there are many such issues,” Yulia Klymenko noted.

She also emphasized that the second issue raised is the lack of specialists in the department.

“The personnel shortage in the state apparatus is so great that in some ministries 50% of positions are not filled,” explained the first deputy head of the transport committee.

It should be noted that at the same time, the committee fears that the Cabinet of Ministers will not support the decision to separate the Ministry of Community and Territorial Development and the department will continue to exist with “a focus more on regional policy than on infrastructure”.

Recall that in December 2022, by a resolution of the Cabinet of Ministers, the Ministry of Infrastructure was renamed the Ministry of Community, Territorial and Infrastructure Development of Ukraine (abbreviated as the Ministry of Reconstruction). At the same time, the Ministry of Community and Territorial Development of Ukraine was joined to the MIU.

Already in September 2024, the Cabinet of Ministers renamed the Ministry of Community, Territorial and Infrastructure Development. Since then, the department has been called the Ministry of Community and Territorial Development of Ukraine.
