The USPA branch ordered a pilot boat for over UAH 130 million

The Delta-Pilot branch of the Sea Ports Administration of Ukraine has ordered a boat from a manufacturer from Mykolaiv for UAH 132 million.

On May 1, the Delta-Pilot branch of the State Enterprise “USPA” ordered a boat for UAH 132 million based on the results of the tender. The import component is UAH 78 million.
By the end of 2026, the manufacturer will have to deliver a pilot boat of the BSY 58 project with a length of 17.6 m. The vessel is designed to deliver and remove pilots from vessels that have ordered pilotage, as well as pilotage on shipping lanes and inspect the condition of these lanes.
The boat is designed for three crew members and seven pilots.
At the tender, the Kyiv-based Ukrainian Marine Shipbuilding Company offered a boat 1% cheaper, but its application was rejected due to non-compliance with technical requirements. In particular, the stated speed of the vessel allegedly did not meet the minimum requirement, fire alarm, compliance with GMDSS A1 standards and environmental standards were not indicated, and out of four lifebuoys, only one had a light buoy.
The company complained to the Antimonopoly Committee of Ukraine, pointing out shortcomings in the documentation of its competitor, the Chornomorski Yachts Shipyard. But the Antimonopoly Committee sided with the customer, since he provided a letter from the Register confirming that the documentation had been taken into account, which can be considered a form of approval.
The Mykolaiv-based Chornomorskyi Yachts Shipyard was registered in 2017 and belongs to Oleksandr and Svitlana Sahaidakov. According to YouControl, until 2019 the company was called Chornomorska Sudoverf.
