Ukraine has signed a memorandum with Qatari QTerminals on the renewal of the concession at the port of Olvia

The Ministry of Community and Territorial Development, QTerminals Olvia LLC and QTerminals have signed a memorandum of cooperation – the document provides for the resumption of the concession project in the specialized seaport “Olvia”.
This was reported by the press service of the Ministry of Development.
Despite the fact that the concession project is suspended due to the full-scale invasion of the Russian Federation, the Law of Ukraine “On Public-Private Partnership” No. 4510-ИХ will come into force in October 2025 – it will, in particular, allow changing the terms of the concession agreement due to force majeure circumstances.
“Thanks to this, the parties will be able to temporarily suspend the concession, change the financial conditions, and resolve social issues related to the company’s employees, if necessary,” the Ministry of Development added.
The parties noted that the signing of the memorandum confirms their common intentions to resume the work of the port “Olvia”.
“Concession agreements are an effective tool that allows attracting investments and ensuring the restoration and development of Ukraine’s infrastructure. We are considering the possibility of signing memorandums between ports on establishing the status of sister ports, which will open new horizons for cooperation, allow for the exchange of experience and joint development of maritime logistics,” emphasized First Deputy Minister of Community and Territorial Development of Ukraine Alena Shkrum.
The Ministry of Development summarized that concession agreements allow attracting private investments necessary for the modernization and expansion of port infrastructure — this is an integral part of the reconstruction of Ukraine.
Earlier, the Ministry of Development reported that the ports of Olvia and Kherson are preparing to restart concession projects.
