Ukraine launches international competition for investor in Chornomorsk port


The first constituent meeting of the tender commission, which will determine the investor of the public-private partnership for the two terminals of the port of Chornomorsk, was held.

Deputy Minister for Development of Communities and Territories of Ukraine Andriy Kashuba was appointed chairman of the commission, the Ministry of Development reported.

During the meeting, consultants involved in international financial organizations (EBRD, IFC) presented the key conditions of the future investment project, the features of the types of competition, an overview of the main stages of the competition procedure and the criteria for qualification selection. All materials were transferred to the members of the tender commission for further processing.

The launch of the work of the tender commission actually began the process of determining the investor.

“The public-private partnership project in the port of Chornomorsk is one of the key steps in the restoration and development of the port industry. We are launching a transparent international competition, the purpose of which is to attract a powerful investor, modernize the port infrastructure and create new opportunities for the Ukrainian economy,” Andriy Kashuba commented.

The Chornomorsk Port Public-Private Partnership project is expected to be the largest investment in the history of Ukrainian ports. The project envisages:

• hundreds of millions of dollars in the modernization of berths and equipment;

• over 1.1 billion US dollars in revenue to the budgets over 40 years;

• preservation of over 1,000 jobs with social guarantees and wage indexation;

• restoration of container traffic to 250,000 TEUs annually within the first three years and further growth to the pre-war level of over half a million TEUs.

More than 40 international port operators and investors from four continents have expressed interest in the project. Earlier, USM reported that the competition for the Chornomorsk Port concession will last six months.
