Police expose contractor who embezzled UAH 43 million from reconstruction of Chornomorsk port


Police officers have exposed the head of a contracting company in the embezzlement of 43.4 million UAH of budget funds during the reconstruction of the port of Chornomorsk.

This was reported by the National Police of Ukraine.

During the pre-trial investigation, it was established that a contract was concluded between the Illichivsk branch of the State Enterprise “Sea Ports Administration of Ukraine” and a private company for the reconstruction of the hydraulic part of the berth on the territory and in the water area of ​​the seaport of Chornomorsk. The total cost of the contract was 88.5 million UAH.

In order to fulfill the terms of the contract, the customer transferred an advance payment to the contracting organization in the amount of 50% of the cost of the work – 43.4 million UAH. At the same time, the contracting company did not begin to perform the work, and its officials disposed of the received budget funds at their own discretion.

According to the results of the pre-trial investigation, the head of the commercial structure, which acted as a contracting organization, was informed of suspicion of appropriation of someone else’s property through abuse of official position, committed on an especially large scale – under Part 5 of Article 191 of the Criminal Code of Ukraine. The sanction of the article provides for up to 12 years of imprisonment with confiscation of property and deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years.

The suspect pleaded guilty to the crime he was charged with and gave incriminating testimony.
