The competition for the concession of the Chornomorsk port terminals has moved to the stage of dialogue with investors


Ukrainian and international companies have been admitted to the next stage, and the process itself is moving into the competitive dialogue phase.

The competition commission to determine the concessionaire for the First and Container Terminals of the Chornomorsk Port has completed the prequalification stage and admitted applicants to participate in the further selection, the Ministry of Development reported.

The competition is now moving into the key phase – competitive dialogue with participants, during which the final project model will be formed.

During the prequalification, the commission assessed the financial capacity of potential investors, experience in managing port and logistics assets, and participation in the implementation of large infrastructure projects.

The risks associated with possible connections of participants with sanctioned structures or offshore jurisdictions were separately checked.

As noted by Deputy Prime Minister for the Restoration of Ukraine Oleksiy Kuleba, the next stage is decisive for the future of the project.

“We have completed the prequalification stage and are preparing to move on to the key phase – a dialogue with the participants who were admitted to the competition. It is at this stage that the optimal model of the future project is formed: taking into account technological solutions, investment approaches and risk management,” Kuleba commented.

According to him, it is fundamentally important for the state to ensure competitiveness and transparency of the process, because this is a long-term infrastructure project.

Several Ukrainian and international companies have been admitted to participate in the dialogue, but their number is not disclosed in order to maintain equal conditions for competition.

In parallel, a security check of the participants is underway, which is carried out by specialized agencies. It includes an analysis of possible connections with the aggressor state and other risks to national security.

Also recently, the port of Chornomorsk held the first auction through Prozorro for transshipment services.
