A bill to abolish export duties on soybeans and rapeseed has been submitted to the Verkhovna Rada


MP Yaroslav Zheleznyak submitted to the Verkhovna Rada a bill to abolish the export duty on soybeans and rapeseed.

“Almost two months ago, the authorities pushed through the “soybean amendments”. For the second time, in violation of regulations and logic,” he wrote in his Telegram channel.

Zheleznyak quoted the American Chamber of Commerce in Ukraine, which noted that since September 4, Ukrainian Black Sea ports have been blocked by ships, and port railways by rail cars with cargoes of rapeseed and soybeans due to the lack of regulation of the procedure and criteria for applying a zero duty rate to agricultural producers.

Exporters cannot ship goods and suffer losses due to fines for idle ships and other vehicles, as well as due to overtime storage of grain in ports, extended insurance coverage, and non-fulfillment of contracts with foreign buyers. The goods are stuck in ports and are at risk in conditions of regular shelling of ports, as are the crews of foreign vessels, whose customs clearance is blocked. The receipt of foreign exchange earnings (up to $2 billion) for rapeseed and soybean seeds in 2025 has actually been disrupted.

“The authors of the law did not think through how to prove that you grew the products yourself. Therefore, customs is throwing up their hands,” Zheleznyak wrote.

So, on September 19, the People’s Deputy registered draft Law 14055 on Amendments to the Law of Ukraine “On Rates of Export Duty on Seeds of Certain Types of Oilseeds” regarding the abolition of the export duty.
