ARMA and the Shipping Administration call on the National Security and Defense Council of Ukraine to regulate the management of arrested Russian vessels

ARMA and the Shipping Administration made a joint statement to the National Security and Defense Council of Ukraine on the need to regulate the management of the arrested Russian ships.

Regulating the situation with the management of Russian ships and vessels is a matter of national security, the Shipping Administration noted.

The department emphasized that the storage of arrested vessels at berths in ports harms not only the port’s economic activity, but the vessels themselves lose their economic value over time.

The joint appeal of the Shipping Administration with ARMA to the National Security and Defense Council of Ukraine was preceded by:

• dozens of court decisions on the transfer of arrested Russian ships, tankers and other vessels that may carry dangerous cargoes to management;

• the need for relocation to ensure investment attractiveness and revenues to the state budget;

• preventing the loss of both the vessels and tankers themselves and revenues from their management.

“In order to form a unified state policy on compensation for losses caused by Russian armed aggression and to replenish the state budget, the Ministry of Development and Reform advocates changing the form of management of seized assets – they must be officially prepared for sale. Due to the downtime, the berths are overloaded, the vessels themselves deteriorate and lose value, significant funds are spent on their storage, and due to shelling of port infrastructure, there is a constant risk of losing confiscated vessels. And this, in turn, poses a threat to the national security of Ukraine, which is why a decision was made to contact the National Security and Defense Council to provide legal grounds for the sale of seized vessels,” commented Deputy Prime Minister for Reconstruction of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba.

ARMA also appealed to the head of the SBU as the subject of introducing the initiative to the agenda of the National Security and Defense Council of Ukraine meetings, with a request to support the initiative to change the way ARMA manages sea vessels exclusively through their implementation and to ensure the interests of the state. Earlier, USM reported that ARMA is selling the arrested Russian ore, which was planned to be exported by sea from Odesa.
