ARMA calls to prevent the arrested vessels from leaving Ukrainian waters

The Asset Tracking and Management Agency and the Shipping Administration discussed strengthening control over arrested Russian vessels.
Today, ARMA has 16 such vessels under its management, which could potentially replenish the state budget, the Agency’s press service reported.
In particular, during the meeting, special attention was paid to the situation with the Emmakris III vessel, which is one of the most resonant of the ten arrested vessels transferred to the management of the private enterprise Marinex.
One of the key issues is preventing the vessel from leaving the Ukrainian waters, even during its movement in order to optimize places in the port.
On the eve, ARMA appealed to a number of bodies, including the Security Service of Ukraine, the National Police, the State Maritime Administration, as well as the USPA and the State Enterprise “MTP “Chornomorsk”, regarding preventing Emmakris III from leaving the port territory.
The head of ARMA Olena Duma emphasized that the consideration of the issue of moving arrested vessels within the ports should not affect the already existing management agreements and revenues to the state budget.
“We are interested in the state receiving maximum income from such management, and the places in the ports were optimized,” Olena Duma emphasized.
In turn, the acting head of the Shipping Administration Mykola Kravchuk assured that the port captains had been informed about the ban on vessels leaving the ports determined by the court decision, and relocation is possible only within the port.
The parties agreed that arrested vessels should not be idle at the berths, blocking the operation of the ports and losing economic value. A more effective mechanism for managing such assets is their sale on the basis of relevant court decisions.
We will remind, the dry cargo ship “Emmakris III” was blocked in the port of Chornomorsk at the time of the start of the full-scale war. The ship was arrested in the summer of 2022. Its registered owner is Greater Bloom Limited from the UAE, but the ship was actually owned by a Russian company registered in Rostov-on-Don.
