Concessionaire of Kherson MTP: the port must be built from scratch

The concessionaire of the Kherson Port stated that it has been insisting on the creation of a working group for 2.5 years.
This was reported on the Kherson Port LLC page on Facebook.
The company stated that it had officially applied to the Ministry of Community and Territorial Development of Ukraine more than 7 times to jointly develop and approve an effective plan for the restoration of the Kherson Port.
So far, the relevant department has not approved the decision to create a working group.
“The infrastructure of the enterprise, its property has been almost 100% destroyed, damaged or stolen by the military formations of the Russian Federation. We have been insisting since November 2022 that the plan and new restoration mechanisms must be agreed in advance. And only in this case will it be possible to start the first construction and repair works and attract financing as soon as the security situation allows,” noted the Kherson Port LLC.
It is proposed that the initiative working group based on the Ministry should include representatives of the executive and legislative branches, the Security Service of Ukraine, as well as business associations.
“Due to the destruction of the property that is the Object of the concession, the parties to the Concession Agreement have an urgent need to determine the procedure for further relations,” the company emphasized.
In particular, in May 2024, the Kyiv Chamber of Commerce and Industry prepared an Expert Opinion, which established the fact of almost complete destruction, damage and theft of real estate state property and own property of Kherson Port LLC, which was located on the territory and in the water area of the port:

▪️Fuel, rolled metal, sand: 2574.89 tons – 100%
▪️Pipes, cables, ropes: 11905.82 linear meters – 100%.
“Thus, today the concession object in the form in which it was transferred by the act of December 23, 2021, no longer exists, the lack of means of production completely makes it impossible for the Kherson seaport to operate and carry out concession activities. This forces all participants in the process to act in a coordinated manner and make extraordinary decisions,” the concessionaire company notes.
We will remind, last year, the Ministry for Development of Communities and Territories stated that the restoration of the Kherson port is possible only under two conditions – the deoccupation of the left bank and the cessation of shelling of Kherson.
Reference. The State Enterprise “Kherson Sea Commercial Port” was transferred to the management of the concessionaire company “Kherson Port” LLC on December 23, 2021 as part of a public-private partnership project.
Since the beginning of the full-scale war of the Russian Federation against Ukraine and during the occupation period of the city of Kherson, Russian military personnel have been present in the port territory, looting and destroying almost all state property and property of Kherson Port LLC.
From November 11, 2022 to the present, the territory of the Kherson seaport, in particular its part within the right bank of the Dnipro River, has been deoccupied, but is under constant shelling.
Other parts of the port territory, which are located on the left bank of the Dnieper River, the Rybalche sand quarry and the water area of the Kherson seaport are under the control of the invaders.
