Diya is testing online services for seafarers: how to participate
The Diya portal is already preparing to launch an online service for seafarers. The service is currently in beta testing.
Sailors can join the beta test in “Diya” and apply for qualification documents online, Deputy Prime Minister for Innovation Mykhailo Fedorov said.
The service will allow sailors to submit an application without visits to government agencies, papers and bribes.
Sailors will submit documents independently on the Diya portal. The data will be checked by employees of the Shipping Administration and entered into the State Register of Seamen’s Documents.
“Earlier, the register of seamen’s documents was in private hands. It was virtually impossible to pass an exam or obtain qualification documents without bribes. Corruptors earned about $150 million a year from this,” Fedorov recalled.

Either graduates of maritime higher education institutions, or sailors-captains/persons of the command staff of marine vessels and vessels of mixed navigation can join the testing.
It will be recalled that on June 26, the court satisfied the appeal of the Shipping Administration and unblocked the procedure for transparent certification of seafarers.
Now seafarers can once again receive diploma services in a transparent and legal way, and the Ministry of Digital Affairs can continue work on launching services for seafarers on the Diya portal.
