EBA: Business discussed the concept of an economic reservation model


The business discussed the concept of an economic booking model. Such a model will allow transferring the mobilization burden to the shadow part of the economy.

On April 1, members of the European Business Association met with Dmytro Natalukha, the head of the Verkhovna Rada Committee on Economic Development and the author of the economic reservation model, EBA reported.

The development of the concept of the economic reservation model takes place in parallel with the work on the main draft law on mobilization. The task of the Committee is to investigate the financial and economic impact of mobilization and to create the possibility of economic reservation of employees in addition to the mechanisms proposed by Government Resolutions No. 76 and No. 45.

Currently, about 540,000 people are booked from mobilization, most of them in the energy, agro-industrial sector, industry, production and transport. At the same time, the largest mobilization load is carried by the white business, which employs people officially. Currently, about 2.7 million men aged 25-60 are officially employed, and 600,000 are active self-employed. At the same time, about 1 million men are probably in the shadow sector, since the state does not have information about their employment.

In order to transfer the mobilization burden to the shadow part of the economy, the Committee proposes a model of economic reservation of employees, which would provide an additional opportunity to reserve the necessary employees of white businesses. Under this model, businesses will be able to book up to 50% of their conscripted employees.

Booking condition: no tax debts and payment of military duty for each employee according to the formula: 1.5% of the salary + a fixed rate of 20,000 UAH/month. Strategic enterprises remain subject to Resolution No. 76.

How will the reservation be made?

Payment of fee

The enterprise enters information about employees on the electronic portal, provides a receipt for the payment of the fee, in the case of a sole proprietorship – a certificate on the flow of funds.

Verification

Tax authorities in the online mode confirm the absence of debt, online verification of the identity of the booked person is carried out. The person receives a yellow QR code confirming the booking procedure. Within 60 days, it is necessary to update your personal data in Administrative Cervices Centres to validate the reservation.

Updating data

The reserved person visits Administrative Cervices Centres, where he updates the data and validates the reservation. Each person booked receives a green QR code that will confirm their reservation.

The model applies to all salaried workers and Sole Proprietors but will not apply to deficit VOS. Under this model, the company can independently choose which employees to book. At the same time, an economy reservation does not give permission to leave. There is an additional requirement for Sole Proprietors – submission of a certificate of turnover in the amount of at least the value of 3 months of booking to confirm real activity.
