Ferry terminal in the port of Chornomorsk is being prepared for concession


Ukraine will soon announce the start of a new concession competition – this concerns the ferry terminal in the port of Chornomorsk, in particular berths No. 26–28.

This was stated by Deputy Prime Minister for Reconstruction, Minister of Community and Territorial Development Oleksiy Kuleba in an interview with Interfax-Ukraine.

According to him, this is not about part of the grain terminal or the property of the USPA behind berths No. 7–9, but specifically about the ferry terminal of the port of Chornomorsk – berths No. 26–28.

Kuleba noted that the development of this infrastructure requires significant investments. At the same time, the state will not be able to invest large sums of money in the development of seaports in the coming years due to the large-scale destruction caused by the war.

According to him, in the infrastructure sector alone, the direct assessment of the destruction is now about $90 billion.

“There will not be enough budget money in the world – neither ours nor our partners’ – to cover this destruction, and also to continue talking about development. So we need to attract private investors who will invest in these projects, develop infrastructure,” said Kuleba.

The Deputy Prime Minister emphasized that concession projects in ports can have a significant economic effect for the regions. This includes the development of roads, settlements, job creation, and increased tax revenues.

Kuleba also noted that the government is ready to work with both foreign and Ukrainian investors.

Separately, he recalled the container terminal concession, which is already in its final stage. According to the Deputy Prime Minister, this project has a different specificity and involves significant capital investments, since it is a multimodal container terminal with synchronization with the railway and modern technological solutions.
