Import of mineral fertilizers by sea partially unblocked, — UCAB

Yesterday, August 28, the Navy Command of the Armed Forces of Ukraine and the Odesa Regional Military Administration decided to partially unblock the import of fertilizers into Ukrainian ports.
This was reported by the Ukrainian Agrarian Business Club.
Thus, the Navy of the Armed Forces of Ukraine and the Regional Military Administration jointly decided to amend the Order of July 18, 2025 on the partial lifting of the ban on the import of mineral fertilizers by sea.
From now on, restrictions will not apply to complex mineral fertilizers (NPK), which are not explosive and have international SDS safety certificates
“For their part, the experts of the Ukrainian Agricultural Business Association have repeatedly emphasized that the extension of restrictions to complex mineral fertilizers is a critical mistake. The Association has systematically appealed to the authorities with proposals to resolve the situation and restore access to the NPK market,” the Ukrainian Agrarian Business Club notes.
According to the new rules, approved on the basis of the joint position of the Ukrainian Agricultural Council and the All-Ukrainian Agrarian Council, it is allowed to import complex mineral fertilizers to Ukrainian ports that meet the following parameters:
• nitrogen content – no more than 21%;
• phosphorus content (P) – from 5% and above;
• potassium content (K) – from 5% and above;
• availability of an international SDS safety data sheet.
“In conditions of martial law, finding a solution that would simultaneously take into account all the precautions was not easy, but we managed to reach a balanced consensus. In parallel, a decision will be developed to regulate the import of other types of fertilizers, which are critically important for the balanced provision of fertilizers to farmers,” said Oleh Khomenko, Director General of the Ukrainian Agricultural Council.
As previously reported by USM, the AMEU appealed to the authorities regarding the order banning fertilizers in the ports of Ukraine.
