In the tender for the construction of a vessel for the USPA, a Romanian company was again chosen instead of Nibulon


The USPA has ordered another vessel from the Romanian company SC Severnav SA for 4 million euros, which will be allocated from the IBRD funds.

This became known from the results of the tender on the public procurement website Prozorro.

The competitors in the tender were also LLC Agricultural Enterprise “Nibulon” with a vessel manufactured by LLC “Shipbuilding and Ship Repair Plant “Nibulon” for 5.36 million euros and the company “B.V. Scheepswerf Damen Hardinxveld” (Netherlands) with a vessel of its own production for 7.75 million euros.

The winner was the Romanian company SC Severnav SA, which offered to supply the vessel for 4.15 million euros, or 203.95 million UAH excluding VAT.

The vessel with spare parts, tools and consumables for maintenance and repair is planned to be delivered to Izmail in 15 months. In particular, training will be provided for six employees.

The vessel with two diesel engines must have a maximum length of 23.5 m, a maximum width of 9.0 m, a maximum height along the side of 2.9 m and a maximum draft of 2.5 m. The total deadweight must be at least 70 t. The vessel will have an electro-hydraulic crane Heila HLRM 80 3S (Italy) with a lifting capacity of 6.2 t with a maximum boom extension of 12.3 m.

“This is a river and coastal sea vessel designed to collect oil products and garbage from the water surface. It can also perform tugboat functions and participate in fire suppression on ships and port facilities. It will have a monohull design, with one working deck, with accommodation for four crew members (including sleeping cabins) below deck, on the first level and with a wheelhouse with a view to the second level from the port side of the vessel,” the tender states.

It should be noted that the auction was held according to the rules and with the funds of the International Bank for Reconstruction and Development (IBRD, one of the World Bank institutions) within the framework of the project “Restoration of Critical Logistics Infrastructure and Network Connectivity” (RELINC).

Recall that this is not the first tender in which the Romanian company SC Severnav SA has won. In the tender for a tugboat from the USPA, “Nibulon” offered a lower amount, but still lost. After that, the Ukrainian company published an open appeal to the World Bank.

Reference. SC Severnav SA has an authorized capital of 22.42 million lei. Its main shareholders are Beo Trade Com SRL (41.84%, the director is the Deputy Chairman of the Board of Directors of SC Severnav SA Aleksandar Stanojevic), General Director and Chairman of the Board of Directors Constantin Georgescu (29.97%) and the Romanian state-owned freight railway company CFR Marfa (16.33%).
