In Ukraine, a seaman first submitted an application for documents through a representative


For the first time, the Shipping Administration received an application for receiving the seafarer’s documents submitted through his representative.

For the first time, the Shipping Administration received an application for obtaining qualification documents submitted through a representative. This was announced by the head of the administration, Yevhenii Ignatenko.

However, he noted that the procedure for issuing qualification documents at the Shipping Administration is temporarily blocked due to the relevant decision of the Kyiv District Administrative Court.

“I assure every sailor who is currently waiting for his documents, you will receive them immediately after the transparent graduation procedure is unlocked,” Ignatenko wrote.

It will be recalled that in May, Ukrainian sailors had the opportunity to submit an application and receive qualification documents remotely through an authorized person.

Corresponding changes to Resolution No. 1499 were adopted by the Government at a meeting of the Cabinet of Ministers. This is a joint initiative of the Ministry of Reconstruction and the Shipping Administration to improve the procedure for certifying sailors under martial law.

Previously, USM reported that the Shipping Administration was forced to temporarily stop the certification of Ukrainian sailors.

According to the decision of the Kyiv District Administrative Court in case No. 320/17353/23, the Shipping Administration should stop the process of certifying sailors. Also, the court actually banned related activities.

The Shipping Administration reminded that last year the government adopted Resolution No. 1499. The document provides a transparent graduation mechanism and makes the legislation consistent with international conventions.

Since then, the administration has received 31 lawsuits from various former members of the DCC (State Qualification Commission) of the Inspectorate for the Training and Certification of Seafarers, which was liquidated by resolution as an ineffective body.

Last week, the Sixth Administrative Court of Appeal overturned the decision of the court of first instance, which blocked the liquidation of the Inspectorate for the Training and Certification of Seafarers (IPDM).

But another appeal is expected soon, where the Shipping Administration is fighting for seafarers’ rights to a transparent qualification process without bribes and unjustified refusals.
