Losses of 59 million: investigation into seizure of naval base in Chornomorsk completed

NABU and Special Anti-Corruption Prosecutor’s Office have completed the investigation of a corruption scheme at the state enterprise “Chorazmorshlyakh”, as a result of which the state suffered double losses.
The case materials were opened to the defense for review, the National Anti-Corruption Bureau of Ukraine reports.
The investigation established that in January 2020, the acting head of the state enterprise “Chorazmorshlyakh” initiated the sale of the main fleet maintenance base in the port of Chornomorsk – a facility with an area of 4.3 hectares with access to the sea.
“Despite the moratorium on the alienation of such property, an appraiser was involved in the implementation of the scheme. He artificially lowered its value from at least UAH 59 million to UAH 6.5 million. As a result, the base was sold for UAH 13.5 million to controlled persons through illegal bidding. Later, the facility was added to the authorized capital of the company of the co-organizer of the scheme, effectively legalizing the property,” the report says.
The NABU noted that the funds in the amount of UAH 11.5 million received from the sale were transferred to the account of the State Enterprise and were transferred to the controlled company allegedly for servicing the vessels “Henichesk” and “Kherson”. At the same time, these vessels were in India, and the specified company had nothing to do with their servicing.

We will remind, the transaction was exposed in November 2025. Four individuals, an appraiser and a co-organizer were informed about the suspicion in absentia.
