Maritime transport and seafarer training: Ukraine and the European Commission conduct screening in the transport sector


The Ukrainian delegation in Brussels presents Ukraine’s position on the official screening of legislation in the transport sector, which also covers the maritime sector.

We are talking about chapters 14 “Transport” and 21 “Trans-European Transport Networks”, the Ministry for Development of Communities and Territories of Ukraine reports.

“These are some of the largest and most complex chapters for screening. It is not only about compliance with EU regulations, but also about technical standards, infrastructure and digital systems,” the message says.

In total, there are almost 3,000 acts of EU law, of which more than 400 need to be implemented into Ukrainian legislation.

The screening covers all types of transport and related issues:

• Day 1: road transport, environmental friendliness of transport, tachographs, drivers, road tolls, intelligent transport systems.

• Day 2: road safety, railways, socially important transport, dangerous goods.

• Day 3: aviation, passenger rights, flight safety, TEN-T, Connecting Europe Facility program.

• Day 4: maritime transport, seafarers’ training, technical safety, accident investigation, environmental standards.

It should be noted that the European Commission will provide an official report on the screening results in 6 weeks based on the results of the Cluster 4 screening. This will become the basis for further decisions on the harmonization of Ukrainian legislation in the field of transport with EU law. As previously reported by USM, the pre-screening of Ukrainian legislation in the field of maritime transport started in February 2025. Preparations for the screening within the framework of European integration began in April. The Ministry of Development and Trade emphasized at the time that the harmonization of legislation would open the way for Ukrainian ports to integrate into European logistics networks.
