NAZK: corruption in the field of certification of seamen may return
NAZK warns of the possibility of the return of corruption in the process of certification of seafarers due to the decision of the Kyiv District Administrative Court.
We will remind, on June 2, the court decided the case based on the lawsuit of the former member of the State Qualification Inspection for training and certification of seafarers. He demands that the Resolution of the Cabinet of Ministers of Ukraine No. 1499 of December 30, 2022, which provides for the liquidation of the mentioned inspection, be declared illegal and invalid.
It was this inspection, which was subordinate to the Shipping Administration, that issued diplomas to sailors until December 30. After that, the functions of training and certification of seafarers were transferred directly to the Shipping Administration.
Currently, the court has suspended the said Decree, thus prohibiting the Shipping Administration from providing services in this area.
“This decision stops the new transparent process of issuing documents, which has already been used by more than 2,000 sailors in six months, and restores corrupt practices in this area. In addition, the effect of the previous normative legal acts, which regulated the process of training and certification of seafarers, has not been renewed,” the NAZC noted.
The agency reminded that the process of certifying sailors has been completely stopped at the moment. This threatens not only the loss of tens of thousands of jobs, but also the destruction of this sphere in Ukraine in general.
