Russia has mined the Kakhovska HPP dam and is preparing to blow it up.
“We have information that russian terrorists mined the dam and units of the Kakhovska hydroelectric plant. This is one of the large power facilities. The dam of this hydroelectric power plant holds about 18 million cubic meters of water,” President of Ukraine Volodymyr Zelenskyy said in his address to the European Council.
According to Zelenskyy, if terrorists blow up the dam, more than 80 settlements, including Kherson, will be in the zone of rapid flooding. As a result of the explosion, hundreds of thousands of people may be affected.
The water supply of a large part of southern Ukraine may also be destroyed. In addition, a russian terrorist attack could leave the Zaporizhzhya nuclear power plant without water for cooling — after all, water for the nuclear power plant is taken from the Kakhovskyi Reservoir.
“Even the operation of the canal, which was built to supply water to the Crimea and which is periodically allegedly “being taken care of” in Moscow, will be completely destroyed. This is russia’s real attitude towards our Ukrainian Crimea,” added the President.
Zelenskyy warned that the devastating ecological, humanitarian, man-made consequences of this single russian terrorist attack could become such that it will be called a historical disaster.
It is also reported that russia has already prepared everything to carry out a terrorist attack. Ukrainian workers were removed from the Kakhovska station — now there are only citizens of russian federation, who fully control the station.
The President called for an international observation mission to be sent to the Kakhovska HPP, and emphasized the need to return Ukrainian personnel there and carry out immediate demining of the units and the dam.
Previously, the Ukrainian military successfully attacked the positions of russian federation at the Kakhovska HPP, destroying the bridge connection above the lock. At the same time, the Armed Forces did not deliberately attack the dam itself, understanding the risk of disaster.

The russian military leadership has to make “difficult decisions” regarding the Kherson region, said the commander of the russian Armed Forces in Ukraine, Sergei Surovikin. He also accused Ukraine of planning an attack on civil and residential infrastructure, in particular on the Kakhovska HPP dam.
The leadership of the invaders believes that an attack on the hydroelectric power station could cover their retreat from the right bank of the Dnieper and prevent the advance of the Ukrainian military across the river. So Moscow can use this attack to divert attention from the retreat, as well as once again portray Ukraine in russian propaganda as a “terrorist state.”
