Shipping Administration introduces video recording of inspections in ports

On Thursday, March 20, a meeting with Port State Control (PSC) inspectors was held in Chornomorsk.
This was reported by the Acting Head of the Shipping Administration Mykola Kravchuk.
According to him, one of the key tasks of the Shipping Administration is to fulfill Ukraine’s international obligations, in particular, to ensure effective control over compliance with international safety standards on foreign vessels entering ports.
“Port State Control (PSC) is an important mechanism provided for by the international conventions of the IMO and ILO, which ensures that foreign vessels comply with the established requirements. Ukraine is a party to the Black Sea Memorandum, which defines uniform approaches and criteria for selecting vessels for inspection. Port State Control inspectors carry out inspections exclusively on the basis of specific procedures and risk criteria developed by the Black Sea Memorandum Committee. Unauthorized inspections are excluded,” Mykola Kravchuk emphasized.
He also reminded that inspectors are civil servants of the Shipping Administration and act in strict accordance with national legislation in the field of civil service, anti-corruption policy and ethics of behavior.
In particular, all inspectors have service ID cards and uniforms with appropriate insignia.
The Shipping Administration also introduces video recording of the inspection process to ensure objectivity and avoid possible provocations.
“Inspection of vessels in the ports of Ukraine is completely free of charge. If you are required to pay for the inspection or influence its results, contact the Shipping Administration’s “Hotline” or law enforcement agencies,” the Acting Head of the Shipping Administration noted.
