Vessels are waiting in ports: soybean and rapeseed exports have stopped due to tariffs


Soybean and rapeseed shipments were effectively blocked after the introduction of a 10% export duty.

The All-Ukrainian Agrarian Council appealed the Prime Minister of Ukraine, Yulia Svyrydenko, with an appeal to urgently resolve the situation.

“As of September 5, exports have been completely stopped. With the payment of a 10% duty, it is possible, but ships are waiting in ports, because the consignments contain mixed products – both from commodity producers and from traders,” the appeal states.

The Ukrainian Agrarian Council noted that the problem lies in the lack of a clear procedure for documentary confirmation of the origin of products grown by agricultural producers or cooperatives themselves. According to the law, they should be exempted from paying the duty, but this is currently impossible to implement.

“Preparation of regulatory acts to confirm own production during customs clearance is the function of the Ministry of Finance,” the Ukrainian Agrarian Council emphasized.

In view of this, the farmers called on the government to take urgent measures to unblock exports.

“We ask you to instruct the Ministry of Finance to urgently develop and adopt the necessary amendments to the regulatory legal acts on customs issues,” the letter says.

The VAR emphasized that a prompt settlement is critically important for the stability of agricultural exports and the preservation of foreign exchange revenues to the country’s budget.
