Soybean-rapeseed amendments will not apply to other agricultural crops, — Ministry of Economy


Soybean-rapeseed amendments in tax regulation will not apply to other agricultural crops.

This was stated in an interview with Latifundist by the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev.

According to him, the introduction of the so-called soybean-rapeseed amendments was intended to stimulate domestic processing, and not to fill the budget or change the structure of crops by administrative methods.

Sobolev said that the key prerequisite for the introduction of the amendments was the presence of large, but underutilized processing capacities in Ukraine. He said that this is why the state decided to create a “more predictable resource” for domestic processing of oilseeds.

“We introduced the duty not to collect more money for the budget, but to increase processing. From the point of view of stimulating processing, the effect is there — and it is measurable. Capacity utilization has increased, oilseed processing is currently at its highest level in recent years,” Sobolev noted.

The minister also mentioned the administration of the norm. After the adoption of amendments to the law, the government approved a regulatory framework — it determines the procedure for confirming the right to duty exemption and verification procedures. In 2026, the focus will be on unified practices for all market participants, minimizing transaction barriers for bona fide producers, and preventing abuse.

The mechanism involves registering the producer in the State Agrarian Register (DAR), recording the intention to export, submitting data on the sown areas and volumes of its own harvest. This data is used when confirming the right to the benefit, which the customs apply directly during export clearance. In parallel, information is reconciled between the customs, the Chamber of Commerce and Industry, and the DAR.

Sobolev believes that the risks of a possible reduction in the sown areas for soybeans and rapeseed are limited. According to him, the crop structure is influenced not only by regulatory instruments, but also by prices, crop rotation, agronomy, logistics and demand.

The minister noted that the state does not plan to stimulate the cultivation of soybeans and rapeseed to increase revenue from customs duties or expand a similar approach to other crops.

“Revenues from customs duties cannot be an end in themselves. If we talk about additional stimulation of soybeans and rapeseed, then there is currently no such need. Production is growing even without special programs,” he emphasized.
