The allocation of quotas between port operators will be changed in Ukraine
The Ministry of Agrarian Policy proposes to revise the criteria for the allocation of quotas between port operators within the “Grain Initiative”.
Officials discussed the new system at a meeting of the Coordination Council. We are talking about determining the size of terminal quotas, that is, the number of ship calls that each operator will serve, the Ministry of Agrarian Policy and Food reports.
A discussion developed around the new system. In particular, some of the participants insisted on an even distribution of the number of ship calls between the ports. However, each port has a different number of terminals and operators, bandwidth and their specificities.
“Currently, the Ministry of Infrastructure, with the participation of USPA and the Ministry of Agrarian Policy, is working on a pilot option that will allow the distribution of vessels between terminals regardless of the port, but with a view to capacity and type of activity,” commented Minister of Agricultural Policy Mykola Solskyi.
This algorithm is planned to be finalized in the near future with all participants of the process. The exact date of the next discussion has not been announced.
