The Cabinet of Ministers approved the list of goods whose export and import require licensing


The Cabinet of Ministers of Ukraine has approved a list of goods, the export and import of which are subject to licensing.

The government has also approved quotas for 2026, according to Cabinet Resolution No. 1795 of December 31, 2025.

This document provides, in particular, for the export of sugar to the EU within the quota of 100 thousand tons. The volume of the quota is distributed among exporters by the Ministry of Economy in proportion to the actual volumes of sugar production for January-December 2025.

Information on production volumes is submitted to the agency with supporting documents by January 20, 2026.

Also, Appendix 4 of the government resolution approved a list of goods, the export of which to Bulgaria, Romania, Slovakia, Hungary and Poland is subject to licensing. These are wheat and a mixture of wheat and rye (meslin), corn, rapeseed or colza, and sunflower seeds.

A license for the export of the specified goods is issued in accordance with the procedure established by the Ministry of Economy, after bilateral consultations with partners who have expressed their willingness to consult, within 15 days from the date of receipt of the application for licenses for the export of such goods by the agency.

Export/import licenses not used in 2025 are valid until March 1, 2026 (unless otherwise provided by relevant international agreements).
