The Cabinet of Ministers has introduced monitoring of soybean and rapeseed exports to protect bona fide producers


The Cabinet of Ministers of Ukraine has adopted a resolution establishing a mechanism for monitoring soybean and rapeseed exports.

The Ministry of Economy reported this.

The document is aimed at “ensuring fair application” of the export duty exemption benefit for certain categories of agricultural producers.

The new Procedure defines a monthly monitoring mechanism to be carried out by the Ministry of Economy to verify the compliance of the volumes of exported products with the data contained in the State Agrarian Register regarding the actually grown products. If discrepancies are found between the declared and actually grown volumes, the Chamber of Commerce and Industry of Ukraine is obliged to cancel the expert opinions.

The introduction of such a mechanism guarantees that only those exporters who have actually grown the products themselves will benefit from the export duty exemption benefit.

The Ministry of Economy stated that the resolution ensures transparent and fair administration of the export duty exemption, the prevention of abuse during exports, equal and fair conditions of competition for agricultural producers, as well as support for farmers, since the duty will be paid only by traders, not producers.

The Ministry of Economy previously stated that the export duty on soybeans and rapeseed allowed maintaining support for farmers in wartime conditions.
