The Cabinet of Ministers simplified the fumigation of grain from Ukraine abroad
On October 4, the government approved a resolution that will help simplify the fumigation of Ukrainian grain abroad.
Before the resolution, there were problems with paying for services related to the fumigation of grain cargoes. Thus, services for decontamination and/or fumigation of exported goods were added to the list of services. It also provides for commission fees for decontamination and/or fumigation of export cargoes abroad.
It is expected that the adopted changes will facilitate the unblocking of the passage of marine vessels with export agricultural products under the Initiative for the safe transportation of grain and food products from Ukrainian ports during the state of war.
How is fumigation of cargo abroad?
- The owner or an authorized person applies to the State Production and Consumer Service for phytosanitary procedures, indicates the type of procedure, including control over decontamination of regulated objects.
- In the case of compliance with the phytosanitary requirements of the importer’s country and in the case of a requirement of the importer or the contract regarding fumigation, the owner may apply to a Ukrainian accredited DPSS person to carry out fumigation outside of Ukraine.
3. After the vessel arrives at the inspection point by the Joint Coordination Center of the Grain Initiative, the owner applies to a foreign company for cargo fumigation in a foreign country.
After fumigation:
• a foreign person issues an Act on fumigation;
• a domestic company issues a Fumigation Certificate;
• the owner submits an application to the State Production and Consumer Service for the issuance of a phytosanitary certificate;
• the inspector draws up the Act of carrying out phytosanitary procedures and enters the data into the certificate.
