The Council launched the second stage of land reclamation reform: what will change for irrigation

According to the new rules, all earned funds will be directed to the development of state land reclamation infrastructure.
The second stage of land reclamation reform is starting in Ukraine. The relevant changes are included in the draft law approved by the Verkhovna Rada, writes Latifundist.
The new project provides for the creation of a modern balanced model of work for irrigation system operators and the transition to corporate management of land reclamation infrastructure.
One of the steps will be the creation of the institute of a state operator of engineering infrastructure facilities of land reclamation systems with a supervisory board of 11 members.
At the same time, the state operator is obliged to direct all earned funds to the modernization and restoration of irrigation systems.
The project also establishes dynamic and transparent tariff formation for water intake and supply, transportation or drainage. The tariff will be calculated with variable components. And priority when using water is given to the population.
Currently, Ukraine has about 2.2 million hectares of irrigated land, but in fact the infrastructure works only on about 0.5 million hectares. Restoration and effective management of irrigation systems is considered one of the key factors in the stability of crops, especially in conditions of climate risks.
