The government is preparing a compensation mechanism for businesses that suffered from Russian attacks on ports

The Ukrainian government is working on developing a mechanism to compensate for losses for small and medium-sized businesses that suffered as a result of Russian attacks on port infrastructure.
This was reported by Deputy Minister for Development of Communites and Territories Andriy Kashuba in an interview with Forbes Ukraine.
According to him, the program is at the development stage, the final parameters and launch dates are not yet available.
The focus is on entrepreneurs who played a critically important role for communities, in particular, ensuring the operation of invincibility points and assistance to the population.
“Compensation mechanisms will be developed by local authorities together with business and submitted to the government for consideration. In parallel, city councils are developing their own compensation programs at the expense of local budgets,” said Andriy Kashuba.
In the last quarter of 2025 alone, Russia damaged 20 merchant ships and destroyed 47 port facilities.
According to the Deputy Minister, the increased Russian shelling of port and logistics infrastructure directly affects the work of businesses in frontline and port regions, primarily in the Odesa region.
