The government temporarily changed the rules of bidding on ProZorro
The Cabinet of Ministers has changed the rules of bidding. In particular, auctions were canceled during the period of martial law in Ukraine and within 90 days from the date of its termination.
The results of bidding under the updated procedure will be taken into account during further public procurement. In addition, on the recommendation of the World Bank, Prozorro has already started the implementation of the mechanism, when the customer, when announcing the tender, independently determines whether he needs an auction during open bidding, according to the website of the Ministry of Economy of Ukraine.

Also, due to energy instability, the government temporarily canceled open electronic auctions. The bidder’s first offer will now work.
“As a response to blackouts, we temporarily canceled electronic auctions. From now on, all bids that will be announced in ProZorro will be conducted without an auction. That is, the tender offer of the participant is final, and the winner is the one who gave the lowest price during the submission of the offer. In conditions of power and Internet outages, not all participants had the opportunity to trade at the auction. Although equal access is a key principle of public procurement. We will return the auctions as soon as the situation stabilizes,” said the Minister of Economy of Ukraine Yulia Svyridenko.
The changes affect only the ProZorro system and do not affect the ProZorro.Sale system. All auctions for lease, privatization, bankruptcy, sale of property of bankrupt banks, lease/sale of land, etc., are going on without changes, said Oleksiy Sobolev, director of the state-owned enterprise ProZorro.Sale.
