The Netherlands and Ukraine will mutually recognize seafarers’ documents


A Memorandum on the mutual recognition of diplomas and certificates of seafarers’ specialists has entered into force between Ukraine and the Netherlands.

This was reported by the head of the Shipping Administration Yevgenii Ihnatenko.

According to him, the previous memorandum, which was concluded in 2001, recognized only documents of Ukrainian specialists.

“The current Memorandum is bilateral in nature and covers, in particular, the mainland of the Kingdom, excluding the island self-governing territories (Aruba, Curacao and Sint Maarten),” Ignatenko noted.

The agreement was signed in order to implement the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCS Convention).

Such an interagency agreement provides an opportunity for Ukrainian seafarers to receive confirmation of qualification documents and to find employment faster on ships of a foreign party.

Recall that in 2024, the Shipping Administration also signed six Memoranda of Understanding with Spain, Ireland, Georgia, Portugal, Australia, and Estonia.
