The Odesa port plant was included in the plans for large-scale privatization
The State Property Fund wants to centralize the management of state property and is preparing three companies for large-scale privatization. Among them is the Odesa Port Plant.
“United Mining and Chemical Company” and “Centrenergo” were also included in the list, according to the statement of FDM in the SOE Weekly digest for EP.
OPP, located in the city of Pivdenne, Odesa region, is a large producer of ammonia and urea. In recent years, the enterprise has worked under the giving scheme, according to which a private company supplies gas to OPP, which the state company processes into fertilizers and returns it to the gas supplier. Under this scheme, the supplier owns both the gas and the fertilizer. OPP does not pay for gas, but only receives a processing fee.
OPP has been put up for privatization since at least 2009. After the Revolution of Dignity, it was identified as the flagship of large-scale privatization, but three attempts to sell OPP were unsuccessful.
