The Phytosanitary Association of Ukraine announced the blocking of the work of fumigation companies in ports

The association stated that the Black Sea branch of the USPA is blocking the extension of contracts for fumigation companies, putting forward demands that are not within its competence.
The Phytosanitary Association of Ukraine wrote an open letter to the Ministry of Economy, the Antimonopoly Committee, the Ministry of Development and the State Enterprise “USPA”.
The organization claims that since the second half of 2025, it has encountered attempts by representatives of the branch to establish state control over fumigation companies. This concerns the verification of permits for types of activities, which, as noted in the FAA, does not fall within the competence of the State Enterprise “USPA”.
In the event of refusal to provide such documents, representatives of the Black Sea branch of the State Enterprise “USPA” allegedly refuse to sign contracts, effectively blocking the economic activities of enterprises in the port. The Association sees these actions as a violation of the rights of business entities, an attempt to monopolize the fumigation market and “manual management of access to the territory, which entails significant corruption risks.”
In the letter, the Phytosanitary Association asks:
• The Ministry of Economy and the Ministry of Development to take measures to prevent the creation of corruption schemes in a subordinate enterprise;
• USPA to ensure unhindered access of companies to the port infrastructure and extend the validity of contracts;
• AMCU to intervene to restore the competitive environment and prevent possible abuses.
The FAU also stated that it has begun collecting evidence and forming a package of documents to apply to law enforcement agencies to initiate appropriate criminal proceedings.
Earlier, USM reported that deputies are asking USPA to cancel double port fees for the passage of vessels through Izmail to the port of Reni.
