The Rada approved the 2026 State Budget: over UAH 14 billion will be allocated for the agro-industrial complex


On Wednesday, December 3, the Verkhovna Rada of Ukraine adopted in the second reading and as a whole the draft law No. 14000 “On the State Budget of Ukraine for 2026”.

This was announced by the Prime Minister of Ukraine Yulia Svyrydenko.  

The Ministry of Finance outlined the key areas of expenditure in 2026, approved by the Verkhovna Rada.

UAH 14.1 billion of expenditure is planned for the agro-industrial complex (+ UAH 4.5 billion by 2025), namely:

• UAH 9.5 billion — financial support for agricultural producers (subsidy per 1 ha for frontline territories, insurance of agricultural products, irrigation/land reclamation — UAH 0.2 billion);

• UAH 2.6 billion — support for farmers (credit, subsidy per 1 ha, subsidies for cows, goats and sheep);

• UAH 2 billion — humanitarian demining of agricultural lands.

It is planned to allocate UAH 111.5 billion (+ UAH 14.5 billion by 2025) for public investments, including UAH 41.2 billion for transport. The exact amount of expenditure on maritime infrastructure is not yet known.

In addition, for the implementation of priority restoration and development projects in 2026, it is projected that UAH 18,212.8 million in grant funds will be received from foreign partners. Part of them will be directed to the development of urban passenger transport, transport and railway infrastructure.

The funds will also be directed, at least, to the development and restoration of infrastructure to the State Agency for the Restoration and Development of Infrastructure of Ukraine. In addition, funding will be allocated to ensure the functioning and development of inland waterways and inland water transport infrastructure – UAH 39 million (from the general fund) and UAH 180.5 million (from the special fund).

In particular, the explanatory note to draft law No. 14000 emphasized that the stable operation of the Ukrainian Sea Corridor remains a key factor in the restoration of exports.

“According to the results of 2025, the volume of exports of goods and services is expected to be at the level of USD 57,978 million, which is USD 749 million more than was taken into account in the calculations of the state budget for 2025,” the document says.

It should be noted that the need for external support for 2026 will amount to UAH 2 trillion 79 billion. It is planned to attract resources from the World Bank, the EU, the UK, the IMF and the G7 countries.
