The State Customs Service and the USPA synchronized data on ship calls at seaports

The State Customs Service has approved the Specification for electronic data exchange regarding ship calls at seaports.
This was reported by the State Customs Service.
The agency continues the digital transformation of customs procedures in accordance with the Reform Plan of the Customs Service of Ukraine for 2024-2030 and the regulatory framework for the functioning of the Unified Automated Information System of Customs Authorities (UAIS).
As part of digital transformations, electronic services are being developed at sea checkpoints in cooperation with the Seaports Administration of Ukraine.
Thus, on May 14, 2025, the State Customs Service and the State Enterprise “USPA” signed an Agreement on Information Cooperation, which defines the legal and organizational principles of information exchange.
Currently, data exchange has been established between the information systems of the USPA and the State Customs Service with subsequent entry of data into the Journal of the checkpoint for sea traffic.
The exchange takes place on the principle of “system-system”, which minimizes manual operations, eliminates duplication of actions and increases the speed and quality of customs procedures.
To standardize information interaction, the Order of the State Customs Service of Ukraine No. 1874 dated December 22, 2025 approved the Specification of the structure and format of electronic messages for data exchange between the State Customs Service and port operators regarding vessel calls.
The State Customs Service expects that the implementation of the Specification and electronic data exchange will contribute to:
• acceleration of customs procedures;
• increasing transparency and predictability of processes;
• development of transit and growth of trade across the customs border of Ukraine.
Earlier, USM reported that in Ukraine, customs has launched a system for identifying vessels subject to sanctions.
