Ukraine expands cooperation with the ports of Antwerp, Trieste and Genoa


As part of an international conference in Rome, the USPA reached agreements on expanding cooperation with key EU ports.

The Conference on the Restoration of Ukraine was held in Rome – one of the key international platforms for coordinating the efforts of partners in post-war reconstruction.

The delegation of the Ukrainian Sea Ports Authority (USPA), headed by the head of the enterprise Oleksandr Semirha, presented the current state of the port industry, priorities for infrastructure modernization and opportunities for international cooperation.

Ukrainian ports continue to operate in wartime conditions, ensuring the stability of logistics chains. In this context, international technical, expert and financial support is extremely important both in the short and long term.

The head of the USPA held a number of working meetings with international partners, during which port infrastructure modernization, digitalization and preparation of investment projects were discussed.

In particular, within the framework of URC2025, a meeting was held with the Director of the 5G Techritory Electronic Communications Office of Latvia, Neils Kalnins. Further cooperation with the Latvian side, which has experience in the digital transformation of maritime logistics, was discussed. Ukraine presented the results of the implementation of the DocPort system and plans for its scaling. Latvia confirmed its readiness to finance the involvement of experts for technical support.

Semirga also met with representatives of logistics companies from the Netherlands, Denmark, France and Belgium. The parties discussed potential investment in infrastructure, the development of joint projects and the creation of new logistics routes. Preliminary agreements were reached, in particular on cooperation with the port of Antwerp.

During the meeting of the Ukrainian delegation led by Deputy Prime Minister Oleksiy Kuleba with EBRD President Odile Reno-Basso, the EBRD confirmed its intention to expand the volume of operations in Ukraine to 3 billion euros per year. The focus is on supporting state-owned enterprises, investing in logistics, water supply, energy security, and restoring critical infrastructure, particularly in frontline regions.

Semirga also spoke at the event “Building a modern Ukraine through strategic investments, public-private partnerships, workforce development, and cross-sector innovation,” organized by Deloitte Italy, Confindustria, ISPI, and the Kyiv School of Economics. He spoke about the work of Ukrainian ports during wartime and emphasized the importance of international investments in future infrastructure projects.

Within the framework of the signed memoranda with the Port Authorities of the Eastern Adriatic and Western Ligurian Seas, agreements were reached on the beginning of cooperation between the ports of Odessa and Chornomorsk with the ports of Trieste and Genoa. In addition to exchanging experience and implementing digital solutions, the key direction will be the creation of new logistics routes for Ukrainian cargo. The ports of Genoa and Trieste are strategic logistics hubs in southern Europe, which creates additional opportunities for Ukraine’s integration into European transport corridors.
