Ukraine introduced export duty on soybeans and rapeseed: Zelenskyy signed the law

President of Ukraine Volodymyr Zelenskyy signed bill No. 13157 with “soybean amendments” that introduce export duties on soybeans and rapeseed.
This is stated on the page of the bill on amendments to the Tax Code in connection with the adoption of the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution”.
The amendments provide for the introduction of an export duty of 10% of the cost of soybean and rapeseed seeds for traders. The amount of the duty will gradually decrease from January 1, 2030, until it reaches 5%. If a producer or agricultural cooperative exports grain not through a trader, but directly, then the duty is not paid.
The bill also contains an amendment to create the State Fund for Support of Agricultural Producers, which is planned to be filled with revenues from the export duty on soybeans and rapeseed. Officials believe that the initiative should stimulate the development of soybean and rapeseed processing, accordingly increasing the added value of products.
As a reminder, Nibulon previously appealed to Zelenskyy over the “soybean amendments.” The agroholding emphasized that the introduction of duties in this form and bypassing established legal procedures undermines the fundamental principles of a rule of law, calls into question the predictability of state policy, and creates risks for Ukraine’s economic stability and investment attractiveness.
