Ukraine may ban maritime communication with Russia for 50 years
The government of Ukraine proposes to ban any transport connection with Russia for 50 years.
The Cabinet of Ministers will submit to the NSDC for consideration proposals to limit transport connections with the Russian Federation for 50 years. This is stated in Government Order No. 39-r dated January 19.
Proposals must comply with the principles of application of restrictions established by the Law of Ukraine “On Sanctions”.
These are the following innovations:
• prohibition of direct air traffic with Ukraine for all aircraft owned or operated by persons related to the Russian Federation;
• ban on entry into Ukraine of vehicles registered in the Russian Federation;
• ban on the import of railway rolling stock for persons associated with Russia.
In addition, a ban on sailing in the internal waters of Ukraine and entering the ports is introduced:
• vessels under the flag of the Russian Federation;
• vessels owned by citizens/legal entities of the Russian Federation;
• ships calling at ports located in the temporarily occupied territories of Ukraine;
• vessels under the supervision of the “Russian Maritime Register of Shipping” and the “Russian River Register”.
The following activities are also offered:
• non-recognition of seafarers’ qualification documents, medical certificates and other documents stipulated by the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers of 1978, issued by Russia in the temporarily occupied territories of Ukraine;
• ban on working on vessels flying the flag of Ukraine for sailors who are citizens of the Russian Federation (with exceptions) or who have documents issued in the occupied territories.
