Ukraine’s new transport strategy: what will change in sea and river transport
The Cabinet of Ministers of Ukraine has approved an updated National Transport Strategy aimed at restoring and modernizing the infrastructure.
The government has adopted a new National Transport Strategy, which determines the directions of transport development until 2030. This is stated in the Resolution of the Cabinet of Ministers No. 1550 of December 27, 2024.
Officials also approved an action plan for 2025-2027. The strategy takes into account the challenges faced by the transport industry due to the war and is aimed at restoring and modernizing the infrastructure.
In particular, Ukraine is ratifying key international documents, in particular Convention No. 185 on Seafarers’ Identity Documents and MLC, 2006 on Maritime Labor Standards.
Attention is also being paid to the training of seafarers. It is planned to improve medical examination procedures, create a single register of qualification documents for crew members, and update the procedures for training and certification of seafarers.
Another important direction is digitalization. The plans include the creation of an information system for Ukrainian vessels and a register of certificates for inland navigation vessels, which will be integrated into the European database. This will make the industry more efficient and transparent.

In addition, the state is working to harmonize its legislation with international standards. It is planned to fulfill the mandatory requirements of the International Maritime Organization, the International Labor Organization and the EU in the field of shipping safety.
One of the important tasks is Ukraine’s accession to the Paris Memorandum and withdrawal from the Black Sea Region Memorandum in order to limit Russia’s influence on international decisions.
