A state contract worth almost a billion UAH to strengthen the Dnipro Hydroelectric Power Plant was won by a company whose owner is currently under sanctions.

A company whose owner is said to be a money launderer for the Russian elites has won a state contract worth almost UAH 900 million for materials for the construction of the Dnipro Hydroelectric Power Plant’s protective structure, hromadske reports with reference to the FT.

Recently, a Latvian citizen, Andreys Bradens (also known as Andreys Karenoks), was placed under US sanctions. The US Treasury Department accused him of ties to several companies in the TGR group, an international network that allows Russian elites to circumvent international sanctions.

George Rossi, a native of Russia with Ukrainian citizenship, is said to be the head of TGR. Thus, Rossi, Bradens and several other Russian citizens were placed on the sanctions list.

According to the FT, Bradens is the owner of the Turkish company ALTAIR LOJISTIK, which in 2023 won a tender from Ukrhydroenergo worth more than 868 million hryvnias for the supply of cables for the construction of an underground protective structure for the Dnipro hydroelectric power station.

Ukrhydroenergo confirmed that it had signed a contract with the Turkish company, but noted that the purchase “does not concern the construction of any protective structure, as some sources incorrectly state.”

The company also emphasized that at the time of the contract, neither the Turkish company nor Bradens were under sanctions, and the counterparties were thoroughly checked for ties to Russia.

Although Andreys Bradens is currently on the sanctions list, ALTAIR LOJISTIK itself is not on any restriction lists. However, Ukrhydroenergo stated that it had begun additional inspections, based on the results of which “appropriate measures will be taken in accordance with the current contract and Ukrainian legislation.” Earlier, USM reported that the Dnipro hydroelectric power station is currently in critical condition after another massive attack by Russia.
