Lukoil discovered that there is only one company that knows how to repair the oil processing unit at the NORSI Refinery located on the Volga River. The problem was that the company was American, according to five sources familiar with the incident.

The multinational oil engineering company UOP withdrew from the Russian Federation after the aggressor country invaded Ukraine in February 2022.

“They (engineers) rushed to look for spare parts and couldn’t find anything,” said a source close to Lukoil, who spoke on condition of anonymity because he is not allowed to speak to the media.

Four other sources said the facility has been out of service since January. It is not known when it will be repaired, because Russia has neither the experience nor the resources to carry out the work.

As a result, Russia’s fourth-largest NORSI refinery cut gasoline production by 40%, according to two sources.

It will be recalled that in January drones attacked the St. Petersburg oil terminal located in the territory of the Leningrad region of the Russian Federation.
