The court overturned the decision that blocked the elimination of the Seamen’s Certification Inspectorate
The Sixth Administrative Court of Appeal overturned the decision of the court of first instance, which blocked the elimination of the Inspectorate for the Training and Certification of Seamen.
“The same Inspection, which included state qualification commissions, which had an extremely negative reputation in maritime circles. IPDM was liquidated by Resolution of the CMU No. 1499 within the framework of the seafarers’ certification reform,” повідомив said the Minister of Communities, Territories and Infrastructure Development Oleksandr Kubrakov.
According to him, a number of persons, who for several years with the help of the Inspectorate have been building “earnings on seafarers” schemes, are desperately resisting and are trying to block the reform in court.
Kubrakov added that the Shipping Administration received 31 lawsuits from various former employees of this inspection.
“The goal is to block the reform and return the corruption ring. There was even a judge who satisfied two lawsuits: he banned the liquidation of the IPDM and banned the activities of the Shipping Administration, that is, he banned the certification of sailors,” the vice-prime minister summed up.
