Bureau of Economic Security investigates possible non-payment of UAH 12 million in VAT by the Black Sea Fishing Port

The Bureau of Economic Security is investigating possible tax evasion by officials of the Black Sea Fishing Port LLC. This involves more than UAH 12 million in VAT.
This was reported by Intent with reference to the decision of the Khadzhibey District Court of October 7.
According to the investigation, in 2024–2025, the company could not include the cost of sublease services in its VAT tax obligations. This, according to law enforcement officers, could have led to non-payment of UAH 12.09 million in tax.
Separately, detectives are checking the transfer of UAH 268 million from the fishing port to the Zbruch Plus Invest Company LLC. In the documents, the payment was registered as an additional contribution to the authorized capital, however, according to the Bureau, there was no actual increase in capital.
The investigation also established that in 2023–2024, more than UAH 508 million was received from PrJSC “Rivneazot” into the accounts of this company. A total of UAH 776.29 million was subsequently transferred to other companies allegedly for industrial goods.
Law enforcement officers believe that some of these enterprises have signs of fictitiousness, and the transactions could be used to withdraw funds, convert them into cash, evade taxes and legalize income.
As part of the proceedings, the court also seized an iPhone 12 Pro, seized during a search on September 29 from a person whom the investigation associates with the company.
Earlier, in March 2025, the court seized the berths of the Black Sea Fishing Port in a case of possible illegal registration of private property rights to them.
