Shipping Administration: more than 40% of seafarers submit applications on the “Diya” portal


The Shipping Administration reported on the results of work in 2023 and plans for the next year.

Thus, since the beginning of the year, a team of the State Qualification Commission for Sailors was formed in Ukraine, which graduated more than 20,000 sailors from the team, said the head of the Shipping Administration Yevhenii Ignatenko.

Knowledge is tested using the internationally recognized CES 6.0 exam. The system prevents external influence on the result.

One of the reforms in the industry was digitalization of services. Almost every service for a seafarer is already provided online, without personal presence and communication with officials. Currently, 43% of sailors submitting applications through the “Diya” portal. Next year, the Shipping Administration plans to increase the number of applications to 90%.

The next step in digitization is the launch of the certification of non-commissioned officers and the possibility to issue a service for obtaining a seafarer’s record book on the “Diya” portal.

According to the new procedure, this year the issuance of international driver’s licenses is also taking place. More than 1,000 certificates have already been issued, against 7 in 2022.

Mechanisms for checking ships and investigating accidents have also been reloaded. The team has been updated, training is ongoing on an ongoing basis, thanks to which the approach to the inspection of vessels has become close to European standards.

Among the priorities for 2024 in the Shipping Administration is the further digitization of services and internal processes. In addition, the focus is on strengthening international cooperation, which is important both for the development of the Administration itself and for improving the efficiency of processes in the shipping industry in Ukraine in general.
