The owner of the largest shipping companies of the Russian Federation still avoids sanctions


Putin’s oligarch Vladimir Lisin, who owns shipping companies, is still not under European sanctions despite supplying steel to the Russian military industry.

Lisin continues to evade sanctions, according to the “Trap Aggressor” investigation .

Vladimir Lisin is one of the richest Russian oligarchs. In 2024, Russian Forbes estimated Lisin’s fortune at $26.6 billion. He also took third place among the richest Russian businessmen in the Forbes global ranking.

Lisin is the owner of the logistics enterprises “Pervaya portova kompaniya” and “Volzhskoye parokhodstvo”. Lisin’s main asset is the Novolypetsk Metallurgical Plant (NLMK), which systematically supplies steel for the manufacture of military equipment and weapons, including nuclear weapons.

In particular, in 2016, NLMK supplied steel to the “Mary Machine-Building Plant”, which manufactures radar stations for anti-aircraft systems. Also, the Lisin Corporation provided the research and production association “Electromashina” (“Rostec”), which creates combat modules “Hunter” for machine guns.

In addition, NLMK systematically supplied steel to state-owned enterprises of the Russian Federation engaged in the production of nuclear weapons, for example, the All-Russian Research Institute of Technical Physics named after ac. Zababakhin”.

The company also cooperates with the following enterprises of the Russian military industry:

• Scientific and Production Center “Polyus” — specializes in the creation of on-board and ground electrical equipment;

• JSC “Technodynamika” is a leading company in the aviation industry in the field of development and production of units, life support systems and power supply;

• Izhevsk Elektromechanicheskii Zavod “Kupol” — is engaged in the production of anti-aircraft systems and military radio-electronic equipment.

Despite Lisin’s clear participation in supporting Russia’s military operations, he was not sanctioned by the leading Western countries. Yes, the oligarch was included in the so-called “Putin’s list” published by the US Treasury, but only Australia and Ukraine imposed sanctions on him.

The oligarch also owns the NLMK Strasbourg plant in France, which specializes in the production of galvanized steel. The Lisina company also owns production areas on the banks of the Rhine. NLMK also owns mines and metallurgical plants throughout Russia and industrial plants in Europe, in particular in France and Belgium.

Recently, USM wrote that the Russian ship Enisey got under EU sanctions for transporting stolen Ukrainian grain.
