The Ministry of Development and the concessionaire of the Kherson Port are looking for joint solutions for its restoration

The parties discussed the possibility of revising the terms of the concession agreement, taking into account the need to restore the port infrastructure.
This was reported by the Ministry for Communities and Territories Development of Ukraine.
The department held a meeting of the working group on the implementation of the terms of the concession agreement. The meeting was attended by Deputy Ministers Andriy Kashuba and Maryna Denisyuk, representatives of the concessionaire company LLC “Kherson Port” and the Sea Ports Administration of Ukraine, as well as Deputy Business Ombudsman Tetyana Korotka.
“The Kherson Port is one of the first infrastructure facilities transferred to concession in Ukraine. After the occupation of the region and the long downtime of the port, representatives of the Ministry of Development and the concessionaire sat down at the negotiating table again to find new solutions for restarting the project,” the Ministry of Development noted.
The participants of the meeting discussed the revision of the terms of the concession agreement, taking into account the social aspect and the specifics of restoring the port infrastructure.
It is also noted that in October 2025, legislative changes will come into force that will allow adapting concession agreements to force majeure conditions — in particular, suspending the term of contracts, changing financial conditions, and regulating social issues.
“Law No. 4510-IX creates a new framework for attracting private capital to rebuild the country and provides for a simplified procedure for preparing and implementing infrastructure projects in the format of public-private partnership, including the possibility of attracting grants,” the Ministry of Development added.
Earlier, USM reported that the terminal concession project in the port of Chornomorsk is in the final stage.
