The Free Trade Agreement between Ukraine and Turkey has entered into force


The agreement provides for the abolition or reduction of customs duties on a significant part of goods, however, preferences for Ukrainian exports and Turkish imports will come into effect on different dates.

From October 1, Ukraine and Turkey have switched to a new trade regime. The agreement was signed on February 3, 2022 in Kyiv. Ukraine ratified it on July 14, 2026, the State Customs Service reported.

The document applies to goods belonging to groups 01–97 of the Harmonized Commodity Description and Coding System and having Ukrainian or Turkish origin. Depending on the commodity heading, the full abolition of the duty, its reduction or the application of tariff quotas is provided for.

For Ukrainian exporters, the new regime came into effect from October 1, 2026. When exporting to Turkey, tariff preferences “429” will be applied for goods for which export duties are abolished, and “430” for goods subject to tariff quotas.

At the same time, preferences for goods of Turkish origin imported into Ukraine will begin to apply from January 1, 2027. They also have the codes “429” for the cancellation or reduction of customs duties and “430” for tariff quotas.

To take advantage of the preferential regime, the importer or exporter must confirm the origin of the goods. The main documents are the EUR.1 movement certificate or the declaration of origin.

The following document codes will be used for customs clearance:

• “0954” — EUR.1 movement certificate;

• “7012” — declaration of origin made out by an authorized exporter in accordance with the rules of origin;

• “7016” — declaration of origin made out by the exporter for a batch of goods, the total value of which does not exceed €6,000.

The specific amount of duty will depend on the product code and the terms of the tariff schedule, so before processing the delivery, a business must check whether the relevant product falls under a preference or tariff quota and what document confirms its origin.
