ARMA fails for the third time to sell nine seized vessels in Izmail

The third auction for the sale of nine arrested vessels located in Izmail did not take place due to the lack of participants.

This is evidenced by the trading protocol in the Prozorro.Sales system.

The auction was scheduled for October 30. The starting price of the lot was UAH 75.83 million excluding VAT. This time, the vessels were tried to be sold using the Dutch auction procedure, which provided for 60 steps of reducing the initial value by 1%.

Thus, the price could have decreased to UAH 30.33 million. However, according to the protocol, no participant registered for the auction. The auction received the status “Did not take place”.

Nine vessels were put up for sale in one lot: Rondo, Svir, Avangard, Volgobalt-225, Volgobalt-193, Volgobalt-244, Omskiy-6, Naviger-2 and Omskiy-132. Among them are eight dry cargo ships and one oil tanker.

According to the documentation, the technical condition of all the vessels is unsatisfactory. Some of them were damaged as a result of Russian attacks. In particular, holes in the holds were recorded on Svir, Volgobalt-244 and Naviger-2, through which water entered. The engine room of Omskiy-132 is partially flooded.

In addition to the purchase price, the potential buyer had to pay 58.44 million UAH in customs duties. Possible additional costs for repair, maintenance, parking and mooring of the vessels are also provided.

We remind you that the first auction for the sale of these vessels, scheduled for October 8, did not take place at a starting price of 151.66 million UAH. Repeated bidding on October 19 with a price reduced to 75.83 million UAH also ended in vain.

Earlier, USM reported that for the third attempt at sale, ARMA changed the auction format, leaving the starting price of the lot unchanged.
